Environmental Impact Report


As the public agency responsible for approving and carrying out the 2027 Long Range Development Plan (LRDP), the University of California is the Lead Agency under the California Environmental Quality Act (CEQA). UC Irvine is responsible for preparing the appropriate environmental documentation for the 2027 LRDP to ensure compliance with CEQA, and it has been determined that a Programmatic Environmental Impact Report (EIR) is the adequate level of environmental analysis for the 2027 LRDP. Prior to approving the LRDP, the University of California Board of Regents (The Regents) will consider the environmental impacts of the LRDP as analyzed in the EIR and make condition of approval the environmental impact mitigation measures identified in the EIR.

Notice of Preparation (PDF)

This Notice of Preparation (NOP) is being issued to inform you that UC Irvine is preparing a Draft Programmatic Environmental Impact Report (EIR) for the 2027 Long Range Development Plan (LRDP). In accordance with State law, the 30-day comment period will extend from November 14 to December 15, 2025. Your scoping comments must be sent at the earliest possible date, but not later than 5:00 p.m. on the thirtieth day after your receipt of the NOP. A community information and Draft Programmatic EIR in-person scoping meeting will be held at 5:30 p.m. on November 20, 2025, at UCI Newkirk Alumni Center, 450 Alumni Court, Irvine, CA 92617.

Parking is available at the Newkirk Alumni Center for this meeting at no cost.
